The EGTC's Legal Framework

To promote cooperation among European Union member states, the European Parliament and Council, via regulation (EC) no. 1082/2006 dated 5 July 2006, created the framework agreement for the European Grouping of Territorial Cooperation (EGTC). The EGTC was decided on as the most suitable structure to develop the project of the new hospital for Cerdanya.

26 April 2010 saw the French Health Minister, Ms Roselyne Bachelot, and the President of the Government of Catalonia, Mr José Montilla, sign a cross-border health cooperation agreement and establish the European Grouping of Territorial Cooperation - Hospital de Cerdanya (EGTC-HC). The first Board meeting of the new organisation was held on 15 December 2010.

Hospital de Cerdanya is part of this regulatory framework through:

  • The Agreement for the Creation of the EGTC-Hospital de Cerdanya, signed on 26 April 2010 during the ministerial visit to the Hospital de Cerdanya works.
  • The annexes to the agreement:
    • The statutes of the EGTC-HC (annex 1 of the agreement): the statutes define the modes of operation and funding of the EGTC-HC.
    • The definition of the territory (annex 2 of the agreement): a list of the 53 municipalities that participate in the common health project of the Cerdanya territory.
    • The common health project of the Cerdanya territory (annex 3 of the agreement): the common health project defines the organisation of the cross-border hospital’s provision of health services in relation to the paediatric and geriatric fields of monitoring and rehabilitation services.
